There are a lot of inactive accounts you could probably rep just to spread if need be, I don't see any harm in it because it's better than repping someone who doesn't actually deserve it.




Reputation level is the amount of reputation you give when you rep other people, it doesn't affect your actual reputation count the only way this increases is by other people repping you.
