An explanation for a great deal of the player count is that most people have already spent a lot on gralat packs, and wouldnt want to leave the server.
Or they are just addicted to the game.
Also they were like the first graal games for ios etc, so they had the greatest player count to begin with, and people may not wish to leave the servers as they have spent so many hours and so much money on the games.

exactlyt! players feel attached to a server because they have had to invest something into the game whether that be time, money, or both! thats how you build a player base! i feel like a lot of ol west people feel like they can easily come and go because, oh i only have to play a couple hours to buy all this new stuff i want no problem. they don't have to commit to the server to get anywhere so they dont end up building relationships in ol west because they dont have to stay very long to get anywhere. then they go back to whatever other server they play on because thats where their friends are.
Really now? When was mining for hours for a decent amount of gralats 'easy'? Took hours to level up and it was grindy. Not easy. I will agree that the bugs were too easy. Yes I thought it was removed but I will say sorry that it just has a low spawn rate. But what is the point? Let's just nerf the grindy jobs and even one of those jobs that has low pay anyway. I see it now. Nerf to jobs and more expensive items. Hello Era 2.0. Really thought West would be unique but now I'm seeing less of that.

well maybe level up scaling jobs are not the right kind of jobs for graal then if they feel so "grindy". If the only thing that makes ol west unique and worth playing is easy money then it is going to fail as a server because that shouldn't be the only reason somebody chooses ol west over era or classic.
