Stefan was looking into fixing it before he left but it wasn't looking very hopeful. Players in the same area sends an exponential amount of data to be sent. He said he was looking into a way to group data into large packets, but that his change would have a margin of error where sometimes players couldn't see other players.
As Jerret said it will be a while before anything is addressed, bottom-level wise.

Yeah I don't expect big architecture/priority bugs to be fixed on graal for another year. Not any of the admins fault at all.
