it's not good to allow guilds to completely revise their hat once it's been submitted and distributed.
Resizing is also an acceptable edit as far as I know since it's just a minor adjustment.
changing the colors or design or making it a completely new hat.
it's because allowing everyone to make large edits would create problems and confusion. There's simply too many guilds that reach 1k too often so we need to be strict about this sort of thing.
TL;DR: Small edits are allowed. It's simply easier for both the guild leader, hat maker, and staff if the leader makes sure everything is ready to go and to everyone's liking before having it distributed. Sometimes small errors go unnoticed until they wear it, so fixing them is no problem.

xenthic's guild was xzenix (ty striken), the hat was a white and black recolored version of 6k win golden wing helm.
when their hat was first distributed, the forehead part was invisible. they got that fixed. so it wasn't a complete revision.
although u answered all my questions, i still feel like there's a different reason behind all this.
like 1k guild get passed on to somebody else and they request the hat change. to prevent that kind of thing.
btw i appreciate ur answers, i hope this helped droid as well.
