OP, if you can, get Google Fiber. Other than that, the only thing you can do is upgrade your ATT plans or move to a better location to use that provider.

I live in Cali too. My old apartment worked great with ATT U-Verse. Now that I've moved, U-Verse is terrible for me, so now I use Time Warner and it's working for me. You should check on their website to see if they have better upgrade plans for your area
