You can only be impeached if you break the law or lie under oath. Just because he does something you or even most people disagree with doesn't mean he could be impeached.

Basically it's very controversial what can be considered an impeachable act. If the president does something "bad" and a majority vote of the House of Representatives is brought to impeach them, then the action is called upon the Senate. If two thirds of the Senate votes to impeach him, then that's that.

"high Crimes and Misdemeanors;
treason and bribery
other criminal or even noncriminal behavior amounting to a serious dereliction of duty"
