It's not supposed to be a firework, but rather represent an exploding firework. Watchu mean "it couldn't look less like a firework if we tried"? I think it looks pretty darn close to a firework going off:

People complain that everything's boring and everyone is running out of ideas, so someone tries to be a little creative and as usual, it's never good enough.

I don't have anything to do with prices, but it was probably set lower because it wasn't animated (unlike the other hat that is) and because of the many colors it offers, not because it was bad. That's not it works or how it has ever worked lol.
