Yeah I know someone who tried to do the same thing and the response was that they don't let you do that anymore to prevent account scamming. It's really stupid considering people can lose access their accounts because of it.

Well, in most cases of people losing access to their email accounts they could easily recover it them selves if it truly did belong to them.
I can understand when someone switches ISP's so the email they have with the old one is cancelled, but it's common knowledge you should not use those emails for anything important.
The few email transfers I have heard about being done often revolve around ISP related emails however if somebody knows they are switching and will lose access to that email they can register a new one on something like @gmail or @hotmail/outlook (which they should be doing in the first place) and you can set up email forwarding so all emails that would be sent to the account they can't access will be forwarded to their new one.
