It would be very annoying to place an NPC in every spot that should be .gif. I was told that a small portion of the tileset is able to have .gif, and that would be much easier to have 2 tiles that are .gif than placing an NPC where every line in the middle of the road should be, since the .gif part would just be it glowing.

There's four sets of 4 tiles (if I remember correctly), that you place a single frame in, and those frames, which are essentially just tiles (so they have limitations), are combined to create a single animation. This means you get a total of 4 animations. These tiles are best used for water animations, flowing grass animations, and waterfalls, and are best not used for miscellaneous animations that would rather be best made as an npc. Of course, when considering Zone's theme, there are exceptions, such as moving gears, nexus-like animations (like the wallpaper), etc. All in all, those tiles shouldn't include something it shouldn't, because it would be deemed unnecessary.
In my opinion, skyworld shouldn't be a complex system of moving parts and whatnot. It should be a place of peace and harmony, hence why skyworld even exists in the first place. It shouldn't be some rotted old spaceship cramped with moving gears and giant broken down mechs.
I don't know what those artists and unixmad are planning, but it better be good.
