Your first argument is invalid because you're ignoring whether or not more people would spar if this was implemented. Your second argument of requiring sparring partners to be online is valid, but the problem could probably be avoided with an appropriate queuing system.

Would it really increase activity for longer then two weeks? Maybe some people would keep going, but i still doubt that spar would get more active sparers from Introducing TT. So no, I wasn't ignoring it.
Maybe it would, maybe it wouldn't.
With how Qes put it(one partner + a cost to drop and then add another partner) I don't see how a queuing system could make it work smoother, you'd probably know better than myself when it comes to that though.
