It doesn't rain anywhere immediately surrounding swamptown. There use to be vegetation there, but it all died off in the Drought of the Dreaded Sun (which just recently killed off the remaining vegetation, the trees). Sad thing, really.
Tree's fixed by the adoption center and on Balamb Isle/Tutorial Isle/whatever it's called.
