You must admit this is a sudden change that means a lot to some people. FP3P0's "average guild's in is 4" probably includes all those noob accounts for Xmas, people that genuinely didn't enjoy Graal as much as we do and played for like a day.

Like many people, it is hard to just leave guilds from 30+ and just leave 5/6 of them. The idea of a guild cool down sounds good. A week would make perfect sense to quell noob tower recruiting.
