Because those are guilds that are a couple hundred hours into 1k. The only ones that are motivated enough to tower after this update.
The chats of two guilds I towered with (One was a friends and another was my more permenant towering guild) both were filled with how they have more than 5 tags they dont want to leave and how this could kill towering for them.
A lot of them have resorted to using noob accounts to tower on because they cant join on their main due to the tag limit.
Itll kill towering if theres nothing else implimented with guilds soon.
But then again youll see the more dedicated towerers a lot more often now

You guys also didn't noticed that there's another guild update where your own guild gets removed for inactivity, even if you're active in the game.
It happen to my friend today that he hasn't used his own guild for 6 months, because he has in a family guild (and active) and now it got removed for inactivity and got refund.
So you pretty much have to maintain your tag as active as possible when you're in different guild or inactive.
