Seems like there are a lot of things you aren't understanding. I'm not staff, but I have a pretty good idea of the direction they're going with the new system. A lot of your concerns are invalid because they won't even exist. They are trying to make guilds... actual guilds. As in, you have to pick a few, commit to them, and achieve things with them.
You make a lot of mentions of 1k hours and noob recruits. Those two things will not exist. You won't be towering to a specific number of hours anymore. You will be towering, sparring, PKing, or doing other things to achieve a certain amount of points. With points, you can then redeem things like hats, mounts, etc.
Noob recruiting will no longer be a thing because guilds are going to be penalized for kicking members or having members leave.
There will be no benefit to recycling/restarting guilds or spam recruiting, so guilds will not do it. You can create a guild and spam recruit/kick and you will sit at 0 (or negative) points. Points are what will get you rewards, not hours. Therefore, no one will do it. If by chance anyone does do it, it'll be guilds that clearly exist just for fun. Nothing wrong with that.
The first step to making these changes is limiting players in the amount of guilds they can join. They just did that. Now, wait for them to do the rest.
