I use a service called VPSDime which costs $7 / month, and use it for my website. I have not used it for VPNs before, but I'm certain that you'll be able to use VPN software on there. There will be a bit of setup involved, but if you know how to setup a linux machine, it's worth it (there are many tutorials on how to install VPN servers on linux boxes, just google it). There is also Amazon Web Services which offers a free 12 month trial. It's a minuscule amount of memory and processing power, so it may not work with a VPN. It doesn't hurt to try, though.

Your other option is to simply purchase a VPN. The problem with this is that there's no guarantee that Netflix blocked it already, if someone figured out the IP address of the VPN and blacklisted it. There's a service called Buffered, which is a VPN that offers a 30-day money back guarantee, so that if the VPN doesn't work, you can get your money back. There's no guarantee that it won't be blocked after the 30 days, however.

Note: Netflix may be blocking VPN capabilities from the client side as well. This means that any VPN used could be blocked. I'm not too sure about that.
