so are you saying silver only has ideas and every idea carlito approves must be done by carlito? what does silver do then?

No. (Most likely) Silver does most of the work, however Carlito/managers has/have to approve everything for quality control, though he rejects it because 1. he doesn't like it or 2. he can't be bothered to implement it into the server or 3. the project is too large for the current staff team (or 4!! He's AFK or hasn't logged on to view it) . The current system unfortunately works in a way that everything must go up and through the hierarchy for anything to actually be done - resulting in the distinct lack of content/good **** in zone.
should like to say I don't know much about the process of upper levels of management.
