Staff can get items on their admin account since you can't use that for gaming purposes. Honestly, though, they shouldn't get items on their staff account - as that only encourages abuse.

The question is, do the higher ranks check them?
Correction, he has them too on his player account.

I can't speak to whether anyone checks activity for staff.
If he has them on his player account, he must have won them in the auctions. If tou don't think he did, you can send an email to zone and (hopefully) someone will actually look into it.
