Yeah, kids obviously lack the knowledge and discipline and adults and thus are more prone to do stupid things. But hey, they learn at least.
I confess, I actually nicked my parent's credit card and used it to buy gralats on several occasions back in the day. In the end, I regret doing that and repaid them for it.
But parents can't retain control over their kids forever and they can't watch their every action either which is why its up to the kids to eventually recognize responsibility for their actions.
The least we can do is set them down the right path.

You're right. Kids do stupid ****. Can't say I ever stole, no, but there are minors out there who are responsible, are employed, and would want to gamble on CS items. But because there are kids out there who steal their parents cards it all the sudden needs to be banned? Just take the damn cards away once you catch them doing it. What's the big deal?
Some are also saying it's addictive. If that's the case, what difference does it make being a 15 year old gambling for virtual items vs an 18 year old doing the same.

We're not talking about minors making their own money and gambling with CS items though. Why bring this up? That wasn't my question, but alright, good for you. I'm saying there needs to be a better system for it, and some form of restriction needed to get through in order to gamble.
Some parents might have the luxury of having that money just sitting there. So they're just ****ed if their kid just takes the information and does it?
Gambling is addictive. This isn't just "some people are saying". This isn't debatable, in the slightest.

Kids can get a hold of cigarettes, guns, alcohol, or anything. The excuse that "kids can get a hold of credit cards so let's ban gambling for minors" is a terrible reason for banning gambling for minors. Might as well ban cigarettes, guns, alcohol, or pretty much anything a kid could get a hold of that they shouldn't have. Parents should be responsible. They should teach their kids not to do that. They can also put parental restrictions on the kid's device so they can't use credit cards. There's a lot of safety systems in place to prevent that. Not sure why some people think that excuse is even valid.

You're right, why have anything banned at all since kids can get a hold of it, why not just make it all legal and purchasable at any age.

The law is the law, but that doesn't make it right. Gambling was never meant for kids? Says who? It's not meant for anyone. It's an activity that people can choose to do.

Until the law is changed, suck **** until then and don't do it? Says the majority of people who studied the ****ing effects on people who gamble.
