At least once in your life you was a victim of spam, either by a random noob or someone who hates you. I am surprised a Spam Filter does not exists yet, something that locks you from sending another PM for 1 or 5 minutes in case you send 5 or more pms in less than 10 seconds or something more balanced.

This option could also be optional in case you have a spam-fetish.
