what are mons?

i'm level 27 and been playing legitly and i still don't have any of the cool pokemons. my highest cp pokemon is like 1500 cp... and its a pinsir. i only get common pokemons i swear :'0 i only have like 5 pokemons that are over 1000 cp. I've had stronger pokemons before (like 2k gyardos) but their IVs were not that good so i transferred them lolsies
i read somewhere that at level 30, you get the same CP of pokemons as a level 40 trainer? is that still true?
btw, how much stardust do u guys have? i have like 550k!!!

Hard to explain
Level 30: Yes it is true level 30 can get level 40 pokemon, but when you level pass 30 you have to level up your own pokemon to the max at that level.
Level 30 is the deadline of find high Cp pokemon as in you cant find a max level higher that that pokemon at 30 you can still power up your pokemon but you can find a pokemon with that high cp out in the wild.
I dont know how to explain it really well.
