I think it might be that green flame area at DW?.. since that's currently the only halloween themed area that isn't available to us atm. The door definitely looks like it could be open any day now, with all of those fumes coming out.

I saw someone named Dusty swimming on the roof to the right of that.
Who knows though, he was gone before I could click on him so could have been a random person with the same nickname
Yeah seems like you can only use the npcs like 5 times or so before they don't show up anymore unless someone turned them off for everyone
Edit: Fixed now, they spawn again
