Possibly but usually when I find her, I'm the only one around that spot so I assumed I was first + other players have mentioned how they can't see the witch on their screen when I can see it & vice versa so I guess she could be glitched. Thanks for clarifying more on the witch event though!

I don't think you have to be first though, because I've seen people get them at the same witch, so I assume that this is just a glitch
