I can totally relate. My cousin and I went chasing her for hours because we really wanted that broom and it was a free mount, and who could say no to a free mount?
Another question, when you're near the witch, can you see other players? Because I remember back in 2012, it took me a while to find the witch AND talk to her because she was occupied with other players.
