I think you're misunderstanding him. He's saying 3-5% of all people watching videos interact with it by pressing like or dislike. Having 2000 views means you should, on average, have around 80 combined likes & dislikes.
Sylvi has 0.4% of interactions on his video, which is such a big statistically anomaly that you can with high certainty assume foul play is involved with view botting being the probably cause. Whether or not it was intentionally done by Sylvi however is another story.

so you agree that we have a delteria event admin view botting, it sure has below 1% interaction and this isn't just a "graal" video this is team fortress 2, sure it's a short boring video but that's exactly what graal is.
