How would this be bannable?

Lia is literally trading gifts with people, and if they traded gifts with her then they have a chance to get something extra.

Nobody is banned for doing gift for gift, even if one side is scamming (Lia honestly has too much to lose if she was scamming, doubt she would)

Nobody is banned for giving away gift cards to people

no part of this is bannable. Am I misunderstanding?
