There are some unfortunate implications of various rules set in place that we just have to follow when hiring people, so in some situations our hands are tied.

You'd have to elaborate, because when people apply who have proven time and time again that they can do a higher quality of work than what you've got (be it GP or GFX teams) and they're ignored, I have to question the rules in place
When there are people willing to sit in the spar arena, without recognition, offering to pass up any benefits of being staff, just so they can handle the daily speed and health hackers (because 90% of GPs won't), and you guys say "no" while simultaneously claiming in this thread that you're always looking for more help… it seems sort of contradictory
