I was thinking something like that too, perhaps the manager is inside the gravity tower?
Also, you might need to use the upgraded lanturn to get inside the pyramid.

Yeah definitely need the upgraded lantern, since that's part of the series of destiny quests. You probably have to give something to the boot shop manager in exchange for the boots, whether it's an item or a service. Who knows.
