I think an optimum strategy would be to prevent this kind of harassment rather than force people to deal with it, no?

A large number of hackers and/or anti-socials like this seem to be players who start accounts strictly to break the rules so when that account gets banned, there's no repercussion. Blocking such people does little good, and rolling your eyes does not make the issue resolve itself.
