Exactly, and you have to "become good" at sparring in order to do well. Let's make a comparison to sparring. Sparrers generally frown upon those that selectively spar, correct? Why are they frowned upon? They're using the most efficient way to gain wins, aren't they? As Fulgore once told me, only use the tournament rooms if you want to improve your skills. This is the same with PKing, jumping in a riot won't improve your skills. But just because you aren't getting any better while you're doing that, it doesn't mean your kills are illegitimate as Penguin says. He's acting as if it's straight out cheating.

TL;DR: Penguin's list is dumb, pks are relevant as long as you don't cheat(which is resettable), you do become better at PKing overtime
