the only advantage PC players have over idev members is experience. They know how they spar, and they can predict what's coming next, want to get better? Spar more pcs so you are expiereced with there style.
This is the same concept with delay, there is no advantage with delay, delayers have to hit just as early as Americans have too, this just comes down to lack of experience, if you can't spar delayers you will lose and blame there delay as a reason as to why you've lost.

Delay is a symptom of a slower or unhealthy connection? Having more controls is actually a physical difference in strategical capability. Therefor giving people with less experience an upperhand. I know youre half decent but ill spar you right now? Once again, im not that bad nor afraid to spar anyone. Lack of experience as in my 13000 non-selective spars? (Still not counting the thousands xor stole)
