Whippy,

1. When you say file size do you legitimetally mean the size in bytes? Because if that's the case I'm almost certain there is no limit, if you mean the the pixel x by y measurements I know there is a certain number they should be at but I doubt that some what you are asking about since you do graphics.

2. I don't know honestly.

3. I doubt they will let you do this, however if you have the file to the head you have in-game you can use Graal Depot's custom viewer to preview your hat.
