Now I wonder why they wouldn't have collected it. Do they still drop for people with 200 loot? If I had 200 loot I wouldn't be killing bandits I would be going around selling loot lol.

I bet the person just wasn't paying attention or it just didn't show up for them. Could have lost connection or something as soon as the bandit was killed and didn't show up for them. They can still collect them with full loot but they'd get the standard "you found 'this', but you have no room for it" message.
