It doesn't though... they just think it does.
Refunding uploads or furniture for half price means that player has lost value for nothing in-game. Spend 10k on an upload, then refund it and you're left with 5k, no upload. Seems pretty clear.

Conversely, in a system where the value of a refund is reduced further, fewer people will pay for uploads because of the inability to refund them. This will, in time, lead to fewer packs purchased in order to acquire uploads.
