Alright, apparently you can obtain them, they spawn in puddles from time to time. They're quite buggy at the time of posting, you have to re-log to see them in your inventory and it doesn't show the get item gani sometimes.



They can be thrown at other players, and when burst, they create a water effect that lasts a while.



could this be it?

Edit I:

I also just found a blue balloon staying still, I saw a different blue balloon prior floating away but I mistook it as just another balloon from the circus. When hit with a sword, the balloon floated away like usual. This might be a bug, but I thought it was notable.



Edit II:

I found another and it behaved the exact same way. This cannot possibly be a bug.



Edit III:

Another balloon, took a video of hitting it with the sword, also found a water balloon in the same video.
