If that was the case, They'd almost have to have servers at a given point. Or cut the map up into sections where you gotta enter and load into each place since the game will simply become too laggy with 90% of the population in one map.there's a reason why games don't typically make massive open world maps where thousands of people are on the same map without cutting it into servers or loading zones

The game already is in one map... all they're doing with Babord is changing a few tiles (There is already land there, they are placing objects), adding some npcs and the playercount won't change. The only thing that will change is the influx of players moving to the new location, instead of moving around already existing areas. They've done it with the Northern Wilderness and Destiny, and they'll do it again with Babord.
There actually are loading zones. Notice the black regions when you scroll in any direction for a while? The zones load and unload when you're in and out of proximity to them.
