It wouldn't be as easy as it might look. They're going to have tons of reports regarding ifling, the admins going to receive hundreds of pm's and yet they have to do a lot of investigations to find out who is the original owner.
But this is what I wanted to suggest anyways, the first person to upload the head or whatever it is should receive an ID similar to the graal ID. By having this ID this means you're basically the original owner of that upload. If someone ifile your head and upload it, you can report them and include the upload ID in the report then the head should be refunded.
I will be honest I don't know ifling works and i'm not sure what could get in the way if my suggestion was considered.
