Does anyone know of any gfx tools which can be used on preferably a chromebook...thinking of trying to learn some gfx skills and having this as a goal would be a good bit of motivation.

I don't know much about chromebooks but I used to use
paint.NET before i switched to photoshop. I liked it pretty well. Only thing I would recommend that's free.
