We will be redesigning the queue when I'm not as busy IRL.
I'm not a fan of me opening the submissions randomly but if we announced a planned time then the server would be dropped to it's knees with everyone trying to submit at the same time -- as we saw on the Auctions launch day.
The current method isn't really 'fair' but it's hard to design a 'fair' system when it comes to filling 54 slots a week with the amount of players we have.

I think your voting system is the best option honestly. Open submissions instantly when an auction ends and give players the whole week to submit a hat (1 per player, no duplicate hats) and also vote on a hat to be sold (also one vote per player). This would weed out all of the hats people don't want to see sold, it would give everyone a chance to submit a hat and there would be no issues with timezones. Sure there could be that spike of lag once auctions end but I guess that could be fixed by gradually allowing more hats in as time goes on. Also voting on hats could be done by opening a menu similar to the hat pages where you scroll through pages of submissions and click on the hat you want to vote for. Maybe keeping vote amounts hidden would make it better so people don't just pick something with a lot of votes and randomising the list of hats for everyone, but i'm not sure if that's possible to do easily.
