You can submit morphs, I'd just rather not encourage them this year. If people don't know what they're doing with morphs it can be a real pain in the butt to get it working properly...so I'd rather steer people in the direction of hats/food/toys/mounts ect. Morphs are just one of those tricky things that if not done exactly right, it can be a headache to fix. But if you know what you're doing, you can submit morphs.

yes, if you're email was sent wrong/missing something important, you'll be emailed back letting you know. Also if your submission is accepted, you'll also get an email letting you know.
