Well, what about this. After the Leader of the gang there could be a special list of Sub Leaders. Up to three players could be sub leaders and would be immune to kicking, power change, etc. That way the leader can elect these individuals as REAL permanent sub leaders. I think the listing of these people as stand in leaders is confusing, while the grouping below the leader would be neater.

There could be a checkmark on the powers screen, that sits above the others and could be indented in or out. There the leader could elect his sub leaders.
