I for one am thankful that the lolita hats and hairclips didn't get put into treatbags, giving players the option to pick the variant that suits them.
(Though, I still think there are far too many.)

I agree, was quite surprised with how old some of these items actually were, kind of makes them lose value.

Also when I got this from a grab bag I kind of lol'd, this is Halloween... right? yes I know its from past years but still :joy:

I notice how it’s a personal opinion but for the bags we don’t get enough submissions for the bags to be all 2019 items (I think^^)
But the majority of what you said I agree with  

Since a lot of the items/hats/furniture in the candy bags were reused from previous years, maybe a gacha machine should replace the candy bags. The gacha machine would accept candies. Using a gacha machine can allow the prize pool to be smaller in order to avoid having to reuse items/hats/furniture from previous years.

The bags give players all the submissions from the past 3 or 4 years of submissions as well. Each year that this specific event occurs, seems like they just add the new wave of submissions rather than replacing it.  

In my opinion, these were the only good hats outside of bags.

There was a message along with the mushroom hut opening stating:
"Treat bags will be added shortly!" and they were added not even 30 minutes after the mushroom hut opened.

Also, there is no way to purchase candy with gralats. So I heavily doubt it's "greed-driven" since makes zero sense.
