I think it could also be Diddy Kong or maybe even Captain Falcon. But yes, it does look like Ness and it seems pretty likely that this is a teaser for him.

I do hope you're serious. The Halberd and Blade from Super Mario RPG have got to be the most badass ships nintendo has ever designed.

1:30 into the new trailer (after Robin says "L-Thunder) you can see him standing on the Halberd platform.

Halberd confirmed for Smash Bros U.

By the way, Ness is going to be in the new Smash Bros.
It's pretty obvious.
