No, those are the upgrades I'm buying in a month. The $700 was just the PC unmodified

16GB RAM for $100? That sounds like PC-10666 (1333MHz) RAM in which case you have created a bad bottleneck for your 'gaming machine'. Get faster clocked RAM over dumping a lot of ****, slow RAM. Minimum PC-12800 (1600MHz) Your gaming machine will appreciate it for you.

Everything has to be even. Don't buy the latest and greatest graphics card if you've got slow RAM, a slow CPU and a slow harddrive. Determine what your machines bottleneck is and improve that. Changing from an HDD to an SSD will often be a much bigger improvement for your machine then forking an extra $500 for a slightly faster CPU/Graphics card.

Good thing the only PC game I play is Counter Strike: Source... Else I'd be spending at least $850 on graphics cards/RAM/etc.

Generally not unless you're willing to start over-clocking. The default max clock rate it dependant on your CPU (e.g. gen2 i7 technically accepts higher clocks but I never had issues with gen1) but for the most part, 1600MHz will do fine.
