I'm assuming you want to have some sort of action? If so then use layers and frames. Fading is one option or complete edit in second, third or forth frame is an option. Hope this helped.

What are layers . I just started . can you teach me basics and programs that can help  

I don't even think they can actually "use" .gif melees in graal- but you can start by making a normal melee, then save it under another name so you have the exact same file twice, and edit the second one slightly and continue this untill you have what you want, then just find a program for moving images. (I use adobe fireworks)
