There's that attempt of a quest there, guess that makes the noobs come back.  

York has great scenery I like it but yeah the NPCs can be annoying especially when rev opened and the crowd of PK I got stuck talking to an NPC yeah it's annoying >_<

I agree! He makes catching the mantises on the bushes really hard because you run into him and he talks to you forever.

But... dude, Manny moved across levels! He was an NPC that could go wherever he wanted... It was sorcery at the time!  

I agree those guys are annoying and I always run into them.
They should be replaced or organize the path. So we can straightly head to the revolution.
