Emulators aren't necessarily legal, it's illegal to reverse engineer hardware and software (You have to reverse engineer the console as well as the OS) in some places.

These are all fake, the software and hardware is nowhere near reverse engineered enough to allow for any of this to be true.

Well, it's legal to do it for archival purposes and when it's no longer relevant to education you're supposed to delete all archived versions of it. So basically by distributing it, it's illegal.
