What I mean is not by that the mounts make it faster as in its mount, but since you swim faster, you frequently find more of the spots. Is it true?  

No, you have to go out of the water to use the mount.  

Now that I think about it, is there any way at all to loot faster?
Are there certain areas that spawn loot at a higher rate or does swimming while your underwater work fast aswell?

All areas spawn at the same rate, but you need to swim around rather than stay in one place for the rate to stay fast, for example:

York Town for 10 - 15 mins, then maybe down the river, then VIP island,nthen Delta Island etc  

I go at zorbi place cuz i always kept getting zorbi hats  

The way I see it there are two ways to loot.

One is passive. Floating there, mostly AFK... leave sounds on so you can hear when the loot dot shows up and go catch it if you're nearby.

The other is active. You swim from screen to screen, wait 5 seconds or so, dive (if you have the goggles, the chance for loot dot to spawn goes up when you are underwater), swim a little further, and repeat. If the loot dot shows up, you stay around to see if another spawns in 10 or so seconds, if not, move on.

Also, for those who like to float and passively loot, the spawn chance will decrease after you sit there for 5-10 minutes and catch a few items. I believe it never quite gets to "No" chance, but it will reset if you go to another area briefly and return to the same spot (for example, swim under a bridge, then wait a bit and go back out again).

Sell your loot to specific people and don't just ditch it all at elsters, too. That makes a huge difference.

PS... The 'flying' mounts that work on water USED to make it so that you could dive, get loot, and then switch to mount in order to skip holding the loot over your head, making it faster. That was 'fixed.'

If you are in a place with more water, for example Big City Caldera or York Bay, loot spawns less frequently. Also staying in one area for too long decreases loot spawn rates.
