i was trying to make a clown hat...

to me it looks kinda lame xD

The top of the hat is dither-shaded but i see how it blends on (just doesn't blend in that good but its ok). the white ball on the top doesn't match the hat really  

ok ill remove the puf ball on top of the hat

i kinda changed the hat...

do you like the original or the new one?

The original. Just change the shading of the hat or the white fluffy ball on the top to blend with each other. Ill help. One sec

This is my take of the hat. all credit goes to you however.
It may not be the best or good hat at all but i tried to show you an example of blending colors. The outlines matches the coloring and they both have similar shades. I see most hats having in blended shading and colors so i decided to try help you by shading your hat like this.

Defenetly needs a bigger nose/hat. I would also suggest shading it from the top left/right corner, so it looks like the sun is comming from the top and not shining directly at you.
But good start yet.  

i kinda wanted the nose thing to be a little small  

I don't know if you intended this but it looks a little to pointy, it makes it look odd/unnatural
