Not sure wether this has been brought up or not, but I thought of a quest that would counter the guards of York. You'd help the pyrats by pking other players within the bay to a certain amount like 100 or varying on how many's online. A skull icon would be shown above the players that are doing the pyrat quest so that they can't target each other. The pyrat that would inform you of the quest could give you 1k or money based on the varying amount like earlier. This would lower your AP since you're against the guards and not helping them. Anything I should add?

Go in the caves to avoid hurting each other.
