Waiting 24 hours isn't helpful for new players to spar maybe something like 50 spar wins in the practice spar or something would be more relevant to sparring experience then waiting 24 hours! Even though, I feel like it was intended so pros don't just make new accounts every second and practice on there.  

What happens when there is no one in practice spar?

24 hours seems fine to me as a measure against pause-boosting and other crap, but I don't see why the practice spars aren't located in the arena

The geographic distance accommodates for different attitudes about sparring.

probably simply be because it spreads the game out and its 1 thing on a short list of things you have to do outside of Graal City
